CNT-008. Static file, identical across deploys - see robots.txt in this same
directory for why the URLs below are the PRODUCTION host (www.hoovalu.com)
even on a dev deploy, and for the reasoning behind which routes count as
public. This lists exactly the three routes robots.txt allows: the homepage
and the two informational pages under /legal and /accessibility.

W18 SEO (Ryan HV-SEO-01, "sitemap behaviour"): lastmod is a FIXED date set
by hand - the day the page's content last changed (read off git for the
page's source file), not the build date. A build stamp would tell the crawler
every page changed on every deploy, and it learns to ignore the field.
Update a date deliberately when that page's content changes; leave it alone
for a deploy that does not touch it. src/seoStaticFiles.test.js fails if a
URL here is one robots.txt refuses, one vercel.json does not serve, or one
without a well-formed lastmod - and if robots.txt allows a page this file
omits. No generation step: three pages do not need one.
